Josefa Antonia de Paz Bustilos y Ontiveros, of Spanish descent, was born in Calle de Alameda, Ciudad de México, Nueva España in 1684. Her father was Antonio Xavier de Paz Bustillos, the son of residents of Mexico City, don Francisco de Pas Bustillos and doña Antonia de Cervantes. Her uncle and padrino was Juan de Bustillos. She had a brother named Antonio. The family descends from their earliest andcestors don de Pas Bustillos and doña Luisa de Ontiveros, who were married at the Cathedral of Mexico City Sep 1644, but their connection isn't clear.

Josefa's parents were likely dead by 1693 when she, at the age of nine, and her brother were living in the household of her uncle and padrino, Juan de Pas Bustillos. Her uncle, Juan, married in Sep 1692 to a twenty-seven year old woman by the name Manuela Antonia de Alanis. Juan, his wife, his niece and nephew son after joined with the new and returning settlers of New Mexico. The description given for Josefa was as a nine year-old girl with a round face, slightly crossed-eyed and with s hort and turned up nose.

Josefa and her adopted family lived in Santa Fé until Apr 1695, when they and other new settlers moved to the new Villa de Santa Cruz de la Cañada. Although her uncle moved back to Santa Fé Josefa remained a resident of Santa Cruz de la Cañada for the rest of her life. In 1708, Josefa gave birth to her first known child whom she named after ther grandfather, Francisco. In later records, it is revealed that Francisco's father was José Ruíz Valdes whose family had left Mexico City to settle in New Mexico. Josefa's son went by the name of Francisco Valdes y Bustos.

Josefa gave birth to at least five other "natural" children. She also adopted many of the thirteen children she was the madrina for. Here children were:
