Philip Fleg may resonably be considered the son of the older Philip de Fleg of Norwich, although the proof is lacking for this. In some way, the younger Philip Fleg acquired land holdings in Scarning, about twenty miles west of Norwich, which evidently descended to his son William Fleg who eventually located there. The younger Philip Fleg was the first in the family to drop the "de" from the family name.

There are only two mentions of Philip Flag that have been found. In October 1313, Philip Fleg of Norwich appeared atainst Robert Chapman, Willim his brother and John Cocke for assault and trespass on lands in Scarning, to his damage of 100s. In the 6th year of Edward III (1332), the rolls show Flegs in only six places in Norfolk. Philip Fleg assessed 4s, Adam Fle and William Fleg, sons of Philip Flep, were each assessed 1s. An other possible son, Ralph Fleg was assessed 10d.
